McTeague: Will Carney actually build a pipeline?

Amid a trade war with the U.S., there are rumblings that Prime Minister Mark Carney will give the green light for the construction of the Northern Gateway Pipeline — with exceptions, of course.

The reality is Trudeau-era policies like the oil tanker ban and “No Pipelines Bill” are still intact. It is still incredibly difficult for Canada to develop its energy resources.
